It means extremely subpar. I don't use it often and use it as a joke because I'm not an uneducated dumbass.

I live in Louisiana. We say some strange things. However, I teach at an inner city school, and my students say stranger things. Here's a little of both:
Louisiana sayings:
He has the red *ss = he's mad
My sayings:
For the love of the lamb = for the love of God
Son of a biscuit = self explanatory
My students:
ratchet = ugly, torn up
gutta = like the word gutter, but they actually consider this a comliment.
I could go on and on...
