I think the restriction against tattoing came from fears of the mark of the beast from revelation. I don't think there is a specific prohibition against it.
Also, some people read "Your body is a temple" without finishing to the end of the chapter, and come up with wild interpretations of this verse. (It goes on to tell you the one and only way to defile this temple, but everyone ignores that part and treats it as a prohibition against anything from tattoos to smoking.)

I can't quote specific parts of the Bible, but I know that we are supposed to consider our bodies 'temples' and keep them clean.
HOWEVER, what of those people that get tattoos of Jesus or a cross on their bodies?
I think that these folks are showing their devotion to God. People worship, praise and show devotion in different ways.

I do not know the exact part. I know that it is in the New Testament and the scripture states: Your body is a temple and should be treated as such.

It's the "Your body is a temple" thinking. You shouldn't defile the temple. But I really think people, not God, are more concerned with your skin. I think God just looks at who you are, not what you look like.

LEV.19:28 = "Ye shall not make any cuttings in your flesh for the dead, nor print any marks upon you: I am the Lord."
DEUT.14:1 = "Ye are the children of the Lord your God: ye shall not cut yourselves, nor make any baldness between your eyes for the dead."
ROM.6:11-13 = "Likewise reckon ye also yourselves to be dead indeed unto sin, but alive unto God through Jesus Christ our Lord. Let not sin therefore reign in your mortal body, that ye should obey it in the lusts thereof. Neither yield ye your members as instruments of unrighteousness unto sin: but yield yourselves unto God, as those that are alive from the dead, and your members as instruments of righteousness to God."
1COR.3:16-17 = "Know ye not that ye are the temple of God, and that the Spirit of God dwelleth in you? If any man defile the temple of God, him shall God destroy: for the temple of God is holy, which temple ye are."
1COR.6:19-20 = "What? know ye not that your body is the temple of the Holy Ghost which is in you, which ye have of God, and ye are not your own. For ye are bought with a price: therefore glorify God in your body, and in your spirit, which are God's."
1COR.9:27 = "But I keep under my body, and bring it into subjection: lest that by any means, when I have preached to others, I myself should be a castaway."
(example of cutting oneself; had an evil spirit in him. Jesus had to get the evil spirit out so he wouldn't harm himself no more.)

A couple of verses that may help.
Romans 6:13 Do not offer the parts of your body to sin, as instruments of wickedness, but rather offer yourselves to God, as those who have been brought from death to life; and offer the parts of your body to him as instruments of righteousness.
1Co 3:16 Don’t you know that you yourselves are God’s temple and that God’s Spirit lives in you?
1Co 3:17 If anyone destroys God’s temple, God will destroy him; for God’s temple is sacred, and you are that temple.

The biblical law forbidding tattoos (sorry, I don't have the citation) pertains only to Jews. Non-jews are not bound by it.
Aside from the biblical prohibition, getting a tattoo is just plain stupid.

Lev 21:5 is a good one. But your body is a temple of God and you should treat it as such.
