This translation makes it a little clearer.
1 For every high priest taken from among men is appointed in behalf of men over the things pertaining to God, that he may offer gifts and sacrifices for sins. 2 He is able to deal moderately with the ignorant and erring ones since he also is surrounded with his own weakness, 3 and on its account he is obliged to make offerings for sins as much for himself as for the people.
4 Also, a man takes this honor, not of his own accord, but only when he is called by God, just as Aaron also [was]. 5 So too the Christ did not glorify himself by becoming a high priest, but [was glorified by him] who spoke with reference to him: “You are my son; I, today, I have become your father.”
Paul is comparing Jewish faith to Christianity
Christ as High Priest for us like Aaron was appointed by Jehovah, his father.
But instead of having an imperfect human, we have the Only begotten Son as our High Priest.
Jesus will inturn appoint anointed Christians to be priests and kings with him. (Heb 5:6 & Rev 5:9 And they sing a new song, saying: “You are worthy to take the scroll and open its seals, because you were slaughtered and with your blood you bought persons for God out of every tribe and tongue and people and nation, 10 and you made them to be a kingdom and priests to our God, and they are to rule as kings over the earth.”

As a christian the belief is that Jesus came and changed all of this and we can go to God in Jesus name and pray and be forgiven ourselves. We need not go to a high priest to be forgiven that is why Christ died for our sins, so that they could be forgiven.
However, in the old testament, Only the high priest were able to give certain sacrifices and enter into the holy temple.
Being a man themselves they understood that all humans are born in sin and capable of sinning, and God forgives all who repent (ask for forgiveness and do their best not to repeat the sin, with a pure and sincere heart)
In the old testament all sins were labeled with different sacrifices this was done away with because God was not receiving all of the glory due to the fact that people had to concentrate so much on what and how to be forgiven for each sin. For each sin had a different sacrifice and could only be forgiven I believe at a certain time of the year and only once a year.
This is the reason that Jesus came, so that all men could go to God and be forgiven, no longer do we have to give certain sacrifices for certain sins by way of the high priest. God is available to all who seek him in faith.

It means that even the high priest was not perfect.
He had to atone for his sins also.
He was the one who had to offer all the sacrifices for all the people. Since he too was a sinner, he understood the sin of the people and because of this, he offered a sacrifice for himself
also.
The high priest did not choose to be high priest, he was appointed and called by God.

The High Priest that is being spokenof is Christ. This is not to be taken as saying that this justifies the apointments of High Priests today.

It is talking about the "Priesthood"
When Jesus Christ was on the Earth He set up His Church, which had prophets and apostles etc...When Jesus Christ and apostles were killed -the true Church was eventually lost because the authority of the Priesthood was taken (no one could peform ordinances - such as baptism- that would be recognized by God---because the True Priesthood is needed to do that)
Hebrews 5:4 And no man taketh this honour unto himself, but he that is called of God, as was Aaron.
(A man cannot just say he is a priest and expect God to respect that---it is a good desire to want to become a priest and to serve others through it, but it needs to be done in "God's" way-- He needs to be ordained to the Priesthood by the proper Priesthood authority, by the laying on of the hands.)
Articles of Faith 5 We believe that a man must be called of God, by prophecy, and by the laying on of hands by those who are in authority, to preach the Gospel and administer in the ordinances thereof.
In these latter days God has restored His true Priesthood to the earth through the prophet Joseph Smith, and it is found today in "The Church of Jesus Christ of Latter-day Saints"

It comes from the Book of Daniel "There before me was one like a son of man coming with clouds and heaven." Daniel 7:13 Daniel 7:14 Basically says "He was given authority, glory and sovereign power." When Jesus refers to the "Son of Man" this is probably what he is referring to.
