you definitely need to get it checked out. hip dysplasia is more common in girls but it can still happen in boys. more common in boys is seen here http://www.nonf.org/perthesbrochure/perthes-brochure.htm I'm not saying that this is what's wrong because i have no idea. don't rely on what people say here, but the Dr will know. get it checked out for sure because his development is very important...

It may not be his leg. It is more likely pediatric hip displasia. He should be see by the pediatrician for diagnosis and x-rays.
