Hmm. You should try to restore your internet browser.

Start->Settings->Control Panel-> Add/Remove

Remove Internet Explorer-> Select Restore to Previous version 3rd option down. Once you restore it you have to empty your temp folders to redownload Internet Explorer. Otherwise the IE you have in your temp folder is corrupted so you will just be installing a corrupt IE. You can clean it out by My Computer-> right click C: -> Disk cleanup and look around for WUTemp folder.

You don't say what the Explorer version you were trying to install.
If it was the very latest IE7 and you really want to have it you can try installing it again. It is a longish process because it uninstalls the older version before installing it though it should be quicker than your experience.. I had problems with IE6 so i was glad I updated -it resolved those problems. And I like lots of the upgrades and changes you have with the IE7
