She fears soemthing and won't file it. I don't think she has anything to worry about

I can imagine she fears that she will not know what or how to file if he was the person who took care of that particular business in the household.

You could suggest to her that a professional tax preparer could file and be available to answer any questions that may arise (i.e., exemptions, tax credit questions, etc.). That's probably what concerns her most - the questions she may need to know the answer to. If you were available to go with her when she has the appointment and could be of help, that would help to relieve her fears, I'm sure.

What is the 'something' she fears?

She's going to have to file income tax sometime.. may as well be now. tell her that.
if she's afraid,then depending on how your father died, she's going to look guilty.

I think if your mother has an issue, you can't fix her. Maybe she needs counseling after the death? Did your dad owe lots of money or didn't pay taxes?

Ask her if she wants you to visit her in jail?
They no longer go lightly on first time offenders.
OR

File your self than tell her.

Some times it is easier to get forgiveness then permission.
