First you will want to find your state law. This can be done at http://www.hslda.org (Home School Legal Defense Associaton).
A good program in my opinon is Alpha Omega(AOP) Switched on Schoolhouse(SOS). You can go through their Academy for about $1100 and recieve a high school diploma. Or you can use just the curriculum for about $300 and then get GED.

I know a few people that are using James Madison High School. This is a Home Study program. They seem to be very pleased with this program. You can find it on the web.

Take him to the local gym and teach him to box. He needs to build confidence, not to be treated like a baby. Geez.

You don't need a program for your son, he can choose his goals and set about meeting them.
