Good point. But if it is politically and diplomatically expedient, the US Government would abandon its imperial, extraterritorial zone.

As so often with the law of unintended consequendes, the Green Zone hasn't turned out quite the way it was planned. The USA hasn't been able to rule the country sight unseen from there, to rape its oil resources, to cow its voters into "democratically" voting for a pro-US regime. (Did they expect to use Diebold voting machines?)

Sad, really. But reversible in a day, with a cataclysmic implosion fo the country. Another example of an Imperial Presidency that rejects all contrary notions (however informed, historically correct, and true) and banishes the bearer of bad news.

It will be a seat of government for the Americans to rule all the Iraqis from. Like HAWAII, if you do the legal research Hawaii is still internationally thought of as a state within a state. The Americans rule it but the Hawaiians are the true rulers.

It will be an excellent seat of government for whoever wins the civil war. Maybe they'll send pictures.
