I have hosted students from Spain, France, Brazil and Japan. Check with your local high school. They probably already have some contacts. Many times a whole group comes over and there are activities planned for them.

We always had the kids in the summer, for from 2 to 4 weeks. I was unable and unwilling to commit for a semester or a full year. A shorter span is a good way to decide if this is something you will enjoy. Then, even if it does not work out, it is only for a month or so.
Best experience was girls from Madrid.
Worst experience was girl Barcelona.
Go figure.
French girl was moody and uncommunicative.
Brazilian girl was homesick, called her folks EVERY DAY and would not interact with her peer group.
Japanese girl spoke almost no English, but we had a translator thingy so that worked out.
Obviously these are my suggestive opinions.
