If this guy knows you then you get interested in things he likes and if he doesn't know you then you have to go up and introduce yourself.
Try to be in situations where you run into him a lot and if it crosses his mind and he ends up truly liking you then he may just ask you out. If he takes to long to ask you you need to ask him because if you don't ask then you may not get the guy you want.

start talking to them or keep looking/glancing at them then hold eye contact for a couple of seconds then look away......
