If you kiss a girl and she doesn't kiss you back but doesn't say stop but then wraps her hands around you... What the hell does that mean? Does she like you? Is she playing hard to get?

As above, she's not completely ready. You haven't warmed her up properly. Plus the possibilty that you are not kissing her right. Be slow and gentle. Don't be all over her. Take your time and do everything right. Place one hand on her neck and slowly slide it up towards her ear, back down around the throat etc. (but no further) while kissing her. No tongue, very slow, lips closed, gentle. Be the first to break off and stop, look her in the eye and leave her wanting more. Patience. It's all in the lips.
Think about it this way - you've probably been waiting ages to kiss her so why rush it? Enjoy every little second of it, every little movement and she'll want more.

lol... one suggestion.. Dont read into it so much.. women liek to play games... they like to be begged and all that s*^&^ but if they are like that.. it's not worth to waste your time.. yeah she likes you and yeah she wants to kiss you but she doenst want to be so obvois so she is gonna play her little games.. and if that is how it is now.. imagine how is gonna be with bigger things.. you are gonna have to be guessing what the heck does she mean?? that's gonna get to you.. if a girls shows you how she is and she is straight forward and it's not afraind to do what she feels or to respond to you.. that is who you wanna stick to.. good luck
