Use an ice pack, such as a bag of frozen veggies. You could keep a metal spoon in the freezer for the next time this happens and it will also help reduce bruising.

Hot compress!!....2-3 minutes on /4-5 minutes off...repeat 3 times daily for like 5-7 days

Depending on what kind of a welt it is - try a cold pack if it is from an injury or, try an antihistamine if it is from a bite, sting, rash etc...
