Use an ice pack, such as a bag of frozen veggies. You could keep a metal spoon in the freezer for the next time this happens and it will also help reduce bruising.

Depending on what kind of a welt it is - try a cold pack if it is from an injury or, try an antihistamine if it is from a bite, sting, rash etc...
