Well, I don't have any personal experiencing with that kind of bleaching to relate to you, however I used to be a colourist, so I understand a little of the chemistry involved.
If the bleach they use is a peroxide or amonia base, I can tell you that in the long term it is not safe to do so. These ingredients are carcinogens. They absorb through the skin, seep into your bloodstream, and prolonged exposure (say, once a month for 10 years) can cause bladder cancer.
These circumstances apply to hair colour of course, so I can only imagine how much stronger a bleach would have to be to change skin pigment. Overall, I don't think it is a very safe.
But so what if it's dark? Unless you're trying to film it and make money, it doesn't really matter. Just like body types, everybody is different. Don't try to conform to what everyone else looks like. Besides, it's what's on the inside that counts *smirk*
