In the UK you are not allowed to tamper with "hard- wired" installations by BT I'm assuming it is a wire that goes to a bedroom phone etc Put it back paint & all with nice new clips and re-paint it.
If it really is annoying you you will have to pay BT to do the job for you, (hope you can still take out a loan)
It is possible to buy a telephone line extender made by"ONE-FOR-ALL" available Maplins or on ebay cost £50
It has to be plugged into the mains as the signal piggy-backs on top of the cable.
You can then dispense with the paint drenched wire.

Carefully, ever so carefully, use a really sharp scraper (use wet and dry or wet-stone) to remove as much as you can. Don't rush as you'll gouge the plaster. Then sand around the edges between bare plaster and old paint USING A BLOCK(of wood; or commercial type - I got one from the pound shop that grips your sandpaper). This should be okay to paint esp. if using several coats but two or three ought to do it. Don't forget that you will see things that others can't so get the opinion of a friend if you're having panic attacks. If the worst comes to the worst and you need to pay someone to 'skim' the walls then get a friend to recommend someone. Don't pay more than £80 a room if the ceilings don't need doing. ('skimming' is not the same as plastering and you should get two rooms done if the person will work for £80-£100 for the day and offer to help with mixing, cuppa's and lunch) This may be worth it for your favourite room!

Difficult one this.
Telephone and other cables are usually insulated with plastic. Applying paint solvents will melt through the insulation just as it would do with the paint.
As one Answerer suggests break or pick it off. If you are too particular, you can always replace the cable with new. Available in DIY stores.

Dont waste your time trying! Get a suitable length of telephone cable and replace it. Better still re-route it under the floor, I hate surface wiring.

I really think you would be better off replacing the cable.
Cable's cheap enough and easy enough to run around doors and skirts. And more importantly the finish will be so much better.
Tip; use a small tack hammer, otherwise fingers WILL get hit!

white spirt should do it, or if not try sugar soap that gets everything out of everything!
As long as you don't touch the liquid with the inside of the wire, you should be okay
