Make sure that these programs that you are trying to remove are not running in the back ground. You can do this by right clicking all of the icons that you have on the bottom right of your screen; next to your clock; and choosing exit or close. Also clicking ctrl-alt-delete will show you other programs that you are running under the applications tab. (Windows XP only)
Once you do not have the programs running you should be able to uninstall them. If this does not solve the issue then some critical files may have been removed that would normally be needed to remove the program.
Good Luck!

What kind of programs? If they are ad-ware you may be in for a fight. You can use Adaware and Spybot to get rid of them.

If they are legitimate programs, your account may not have sufficient privileges. Try logging in as Administrator and that might solve the problem.

Finally, you might want to try uninstalling the programs in Safe Mode. It is possible that they are in memory and that is why you cannot uninstall them.

that is probably spyware, adware, or toolbars that you are trying to remove.

Spysweeper is the best spyware removal tool. Download the free trial / install / update and scan. Download the free trial at the following link: http://www.webroot.com/consumer/products/spysweeper/freescan.html?rc=3829

What are you trying to delete?

If they are vital files XP is trying to stop you wounding your machine.
If the application is open then close it and try again.
