I would assume they just mean a phone number that can be dialed from outside your own country. That would mean including the country code for India, usually in the form +xx, followed by the rest of the number.

It could be the international dialing code for India which is 0091 and then the city code and the rest of the phone number

Here in GA we have to use our area codes every time we want to make a call, even local ones. All of our phone numbers are ten digits.

Full phone number that is in your name or in some case parents or a relatives name.

So that they can verify you.
