Well, the first thing is that the 'bought' licence would have to be a replica of a European Driving Licence - so it would carry a reference number allegedly specific to you. Now imagine you are stopped by the police (in any EU country). They would check your details via a computer linked to the licensing authorities. They would instantly find that your licence was counterfeit. So you'd be charged with driving on a false licence, not possessing a valid licence, and any insurance you had would be invalidated, so you'd be charged with driving while not insured, too! The latter means that if you were involved in an accident, you would not be covered for either damage to your car, or injuries to yourself. And, more importantly, the people with whom you might have collided would not be covered either.
Anyway, you risk such a large fine (possibly even imprisonment) through not being correctly documented, that you might as well spend money on taking more lessons and try to obtain a licence legitimately. Also, what right have you to put other road users at risk by not reaching the appropriate standard for driving a vehicle? Think again....

You can not buy a valid driving license only a fake one so pop round to your local dodgy pub, look for the local dodgy guy and ask to buy a dodgy driving license, see how far that gets you. your next question should be "what is the minimum prison sentance I can expect to get in France for driving with a fake license, no insurance and causing death by dangerous driving because I forgot to drive on the right?"

You can buy one in any of the old C.I.S countries. It is valid for Europe but only for 6 months you can only use it as if you are non resident in France or any other EU country.

If you have failed the exam many times, perhaps you need to go to a decent driving school and get the skills needed to pass. If you don't have the needed skills, please don't drive.
