Perhaps you are referring to a "bulkhead", which can be made of earth, wood, stone, cement, or a combination of any of them. A bulkhead can be right at the water's edge or it can be higher up and embankment , but will always be parallel to the water (or the anticipated water flow) to give it greater strength. A bulkhead is a boundary to keep water and land separate, so that valuable land and property isn't washed away by flowing &/or rising water.
