Not fm. The discriminators in them are a lot trickier than AM.
You can get directions on AM crystal radios or kits for them pretty easy.

Truly building an FM radio from scratch will involve winding your own coils and building your own circuit boards etc. That's a bit much unless yo have a good background and some decent test equipment

You don't necessarily have to torture youself with a full fledged tuner and a discriminator, if your requirement is just "to learn how to do".
