u have really nice eyes. thats a nice shirt or if its a girl dress (whilst saying this touch the material :) or you could say that u really enjoy talking to that person. or say to them they look really nice today. you love their perfume and lean in a little (remeber a little u dont want to be pervy cause they might not like u. if u know they like u lean in so that ur against thei neck!) or you could just tell them they are attractive and u like them if all else fails

To be honest I think that so called sexy attractive phrases sound fake and will just put the person off. Just be real. That is much more attractive. Don't look too keen either that just scares people.
