Well, this is an interesting topic. Like another answer already said, it kind of depends on the age. However if they are old enough start off slow, you don't want to jeopardize anything that could be good.
If however you know that they aren't interested in you let them be.
If you are not sure how they feel, go ask them. It might sound dumb, but they might gain some respect for you, why? They'll know you went to the effort of finding out how they feel about you.You might get "Brownie Points" for something like that.
If they are into you, start off slow like I said before, because you don't want to ruin something that could turn into something amazing.
If you want to start a relationship with them start it off with something like coffee, like another above answer, (Both were good ideas).
But again I'll say that this ALL depends on how she feels. Since I don't know all the facts, I really can't say more than that. Talk to her about it & see how see feels.

Go over and knock on the door and ask her if she wants to hang out with you. And then take things from there. Approach her like you want to be friends. If you gonna rush her then she is gonna let you know to get lost. So just hang for now and confidence my man.

Love mostly starts frm friendship. So I advise u to first friendship with her. That would be easy enough for u. If u r too nervous even to talk to her......... I will tell u wat to do.....contact me.
After u both become friends, try being urself. Dont show off or stuffs like that. Be true to her. If she likes u u would see those signs in her face.........
Even if she doesnt dont give up. Just openn up ur heart and tell her that u like her. Well, now since u both r friends she might........................
