Unless you are law enforcement, or an agent of an insurance company, this information is restricted. If you are in a job that requires you drive, and your employer checks your driving record, you must sign giving him permission.

So, to answer your question, Free? No where. It will cost.

If I pay? The agency that issues the license would have the information, but you would have to present a properly notarized permission to check signed by the person you are checking, and pay a fee.
