That is their attempt at looking respectable.

And yes it is mandatory as dictated by the church elders.

I just started talking bible to a couple of them once and they never came back. Scared I might tell them something new that they couldn't handle.

The young men in the white shirts and ties are LDS missionaries. They dedicate a few years of their life to tell other people what they believe. The dress that way because it is respectful to the people they meet and it shows respect for God, who they are serving. It isn't compulsory, that's dress standard. Young women on missions are to wear dark skirts and a lighter colored top. There are also "senior" missionaries, older men and women, typically married, who serve. Missions are not required, but it is expected, of the young men especially. Also, those who can pay for it do. They aren't out there because they have to be, they are there because they want to be.

the Mormons that you see wearing a white shirt and a tie are missionaries.
they work in pairs.
and are dedicated to their faith and their missionary work.
They abide by strict rules of conduct and serve either a year, eighteen months or two years.
Missionaries come in all ages. Sometimes you see an elderly couple working as missionaries, sometimes you see young men and sometimes you see young ladies.
Be nice to them,
sometimes it's not easy trying to say the word "GOD" in public without ridicule.

It is so they stand out and can be easily recongnized! We want everyone to know who the missionaries are so people can talk to them, those who are seeking for the truth.

And by the way, Harley Charley, usually when a person is just trying to argue with the missionaries, they know you won't listen to what they have to offer so why come back? They are seeking those who are spiritually ready to accept the gospel, they are not looking to start "bible vs. Book of Mormon" fights with people like you. Ever hear of the spirit of contention???? that's what people bring to the table that are looking to argue.

I am not a Mormon, but I see the young men walking or riding their bikes around town. I think they look nice. In some ways, I think our way of dress has become way too casual.

The missionaries dress that way when meeting people. On their personal day, they get to dress casual when they run their errands, or do the laundry, or play basketball.
