Seriously, all you need are a few facts and a lot of confidence.
What is always important to remember is that your audience doesn't necessarily know everything about what you are talking about, and therefore you can easily move the points you have to make past them. If you are confident in your delivery, they will be less likely to question what you are saying.
As proof... I just made all that up.

Even if a person gives u a topic to speak on the spot he'll give u a minimal time to get prepared with ur points...usually it will be on some of the frequently asked topics which can be found in any communication developing books or a topic on current issues...so u prepare on a few topics for practise which gives u an idea abt what u can do in dat situation...then i bet u can prepare on any topic ur given...dont be so bookish...list a few points even that would do!!
practise makes things perfect!!All the Best :)

How well you go across depends on several things: the intellectual caliber of your audience; how much you know about the subject; your confidence level; your natural lucidity, etc. Successful politicians are experts at talking on any topic without preparing. Study them and you'll find that they have the knack of holding ones attention while saying nothing of any particular substance, but taking an awfully long time not to say it. Bear in mind also that most people are only half listening and would rather be home tucking into a nice glass of Chilean red. One technique I've heard used often is to say what everyone already knows in the most simplistic terms, with pauses almost long enough to make a cup of tea, thereby ensuring that the audience drift off into their respective fantasies, at which point it is possible to say almost anything and still receive polite applause.

With any question, if you have no idea how to answer it, try relating it to one or more of the following ideas:
1. Money
2. Health
3. Relationships
If you memorize these 3 words (money, health, relationships) you will be able to give your opinion intelligently on virtually any topic. I’ve tried it for years on myself . It’s not a trick to make you look like you are smart. It is simply a way to help you organize and communicate the thoughts and feelings you already have inside you.
How Does it Work?
Let’s start with a simple question like: Describe your city.
It’s an easy question, but it’s so general that most people don’t know where to start and then they panic and can’t say anything. But, if we relate this question to one of the 3 ideas (money, health, relationships), it can get us started, which is the hardest part.
For example, I live in Toronto. If I think of money, I can say that Toronto is the financial capital of Canada. If you want to do business in Canada, this is the place to be. Another thing that is related to money and Toronto would be the movie industry. Toronto is the 3rd largest movie making city in North America (behind only Los Angeles and New York).
In connection to health, I can say that a lot of people in Toronto are health conscious. There are health and fitness clubs throughout the city and it seems that they are almost always full. Recreational sports are very popular in all seasons. And Toronto also has a thriving vegetarian community.
On the topic of relationships, I’d say that Toronto has a reputation of being a little unfriendly. But this isn’t really true. People are very friendly and helpful here. It’s also a very safe city to live in. The downtown area is full of people all day and night.
That was a very simple and short example of just getting my thoughts organized and starting to answer a question. There is much more you can say once you get started, but the hardest part is starting well. And remember, the point of this exercise is to give you a chance to practice using your vocabulary. Try it yourself. It works for simple questions and for very hard questions. Use your imagination and have a little fun.

sorry but good luck, how can you speak on a topic that you don't know anything about? sorry but I just don't think it is going to go over very well if you don't prepare for it, you'll sound like an idiot, just like those politicians do

Fake it. The politicans set a great example for this question. If they do not have the answer, they attempt to fake us out.
One of our Governor candidates is extremely intelligent and she gives plans to help our state. She uses statistics, and proves what she says. The other candidate is in love with himself. He is so funny to watch because he loves the camera. He attempts to fake out the answers but he is so wrapped up in his millions and millions of dollars and his businesses that he has no answers to solve the problems in our state. His attempts to fake would help anyone to learn how not to fake. Politicians can help you.

if it is something you've talked about before then wear a confident look, take a deep breath, relax and begin to speak. if not then you need to be very smart.
