Depending on the size of pond and quanity of catfish of course,
build your dam with whatever you may like (sand,rocks,concrete)
then inbed pvc tubes (6-12"round,2-4'deep) near and slightly above the bottom. Install them so the catfish can lay flat.

Well, I have a 3,000 gallon pond in my back yard.... and a 900 gallon pond indoors.....

I have koi......

If you are looking for something like I have... then, I used a super large pond liner.... It was 45 mil thick.....
