WE don't have much control over our citizens going into other countries illegally. Usually, that is up to the country they are going to. WE are trying to get control over the people coming to the USA illegally. No one is exempt and it is usually up to the country illegals are going to, to defend their borders and enforce their immigration policies. The people of the USA are, by and large, not a problem for immigrating illegally to other countries - you never hear of other countries complaining that they have too many Americans entering illegally. Sure, there are probably some, but it does not seem to be a problem. Most Americans who decide to immigrate somewhere, choose to do so legally. However, the USA does NOT promote their citizens to immigrate illegally anywhere else. It is common knowledge that the Mexican government DOES promote their citizens to immigrate illegally to the USA - they hand them pamphlets to tell them how to do it! The USA has NEVER been known to do this.

Who is we? Where are they going to be illegal aliens? If they are traveling, how can they be illegal aliens? I don't understand your question at all. What do you mean, "Who's exempt"?
No one is allowed to be an "illegal alien." That's what illegal means = not allowed; not legal; against the law; breaking the law; forbidden; verbotten.
I'm totally confused by your question.

Who is 'we' ? An illegal alien is someone who enters a country wiythout the proper documentation, such as passport, valid visas, etc. If you do not have these document, you are illegal, whether a US citizen or not.

We are only illegal if we try to stay in the country passed out passport or visa time. The illegals from mexico are coming here and working, evading taxes and evading the citizenship cridentuals that you have to have to live in a country.

I haven't heard of Mexico complaining about illegal Northerners. It seems Iraqis are complaining about too many uniformed armed Americans but they are working for the US governments so i wouldn't call them illegal.
