When you introduce yourself to a guy basically equivalent to a nervous retard and he was obviously uncomfortable too, how do you recover from the situation. I see this guy all the time. We both seem retarded around eachother. Should I try to go talk to him again and just be myself (which I know I can do) or should I just let it go and avoid eye contact with him like he seems to be avoiding eye contact with me?

Answered your own question, if it's fine with you, and no skin off your nose, talk to him and be yourself!

Okay, girl, let me tell you one thing.
The first time I met this guy he was walking down the side of the road with my ex and I picked up my ex and left him stranded on the side of the road. At least it wasn't too far from his house, but still, I didn't even offer to give him a ride because I was mad at my ex and being a biotch.
The SECOND time he was walking again and I pulled up beside him and kicked someone out my car that was being a total *** to me and took off.
The THIRD time I was in a bad fight with my ex (he had just almost thrown me through a window, so...again, I had a reason, but STILL) and screaming and crying and throwing my exes stuff out of my apartment.
The FOURTH time was me trying to force his best friend at the time to take me to a guys house to get my guitar back (turns out he had sold it to the guy behind my back...) and another bad screaming incident.....gah.....I'm really not THAT awful, honest!

Later, we started hanging out and found DRAMA aside we really clicked once we started talking. Now we're going out, which is amazing considering HOW many bad impressions did I make? I say go for it, talk and if you click it doesn't matter. You're just nervous and I'm sure he'll understand that, if he's not feeling the same way himself, which he might be!
