I found that the time to say i love you is when it fills you up inside so much that it is the only thing you can say. Further to that, after a while you realise that í love you' doesnt even cover it because there arent the words to describe how much you feel for that person.

If you really mean it, it's ok to say. Now, this statement may be true, but doesn't exactly mean it takes away from the curiosity of if it's ok to say to him at this particular time. If you email or talk online or phone eachother, try something like "love ya" when you say goodbye...or if all you do is see each other in person, say it when you say goodbye, it'll kinda start the "i love you" ball rolling, but won't totally creep him out if he's not ready. Then, just see what happens. If he clams up or gets nervous...back off...if he replies something like "uh...or um... or yeah" or something like that you may wanna back off too. If he says it back...do that for a while then change to "i love you". Good luck!

the best time is to say i love you is any time. really i tell you. because i have seen in my life also, we always wait for perfect time and when the time comes the things goes passed. so tell him in a good way, you dont need microphone to explain. just ask him this is my thinking u just take your time we can be friend forever also like this. this will clear your all doubts.

Whenever you feel that is right if you are feeling it right now i would tell him. But then, if he doenst want commitment at looks like he doent feel really feel the same way as u.

i would say it to him if i were you-- but just do it casually the first time to see his reaction... like if he takes you somewhere you love be all excited and say "aww baby i love it and i love you!" or if he surprises you with something.... laugh with it when you say it, dont make it deep and concerned or it might not go as planned.... good luck i hope it works out for the best whatever you choose
