In the uk on the older trains, it certainly does, hence the reason for the sign, saying, dont flush at the stations, also, you only need to look at the tracks for the signs of toilet paper!

Yes in some countries. It also happens on some remote old trains in North America. The feces dry on the tracks and then blow away to be integrated into the earth.

It does in certain countries especially on older trains. On those trains, you will find a notice in the washroom "not to go" while the train is stopped at a station.
