Well, if you want to ask her out then do so, but first get to try and know her. Ask your friends if they know anything or ask if they know her friends and get some dirt on her and see what she is about. After that, try and find something to talk about and go from there. Build up your confidence level for a while and ask the question, thats all you have to do. If she says no then its alright, you will have alot of action in your life and your only 13 so yeah, wish you good luck!

It's OK, we guys have this problem when first approaching girls.
Anyways, you can try this:
During a casual conversation with her, mention to her that you were planning to see The Departed (or whatever movie you like). At that point she should let you know if she likes the same movie or if she likes some other movie. Either case use the opportunity to spontaneously suggest that should go together (to see the movie she likes). You can try this approach with any other activity, like I am going to the mall on Saturday to buy a pair of Nike, want to hang out?
You just have to get over the nervousness, which I know can be very difficult.

I know exactly how you feel. But the answer is pretty obvious. Just walk up and talk to her. Say you like her and you would like to taker her out. The worst that can happen is her saying no. If she does its ok. You're 13. You got alot to look forward to.
