I think the first thing he should do is calm down and talk right! Just ask her, if you love each other it shouldn't be that hard!

Take her to dinner at a nice restraunt, and when it is time for dessert. Look her in the eye and say how you really feel about her and that you cant imagine ever having to be without her. then say, will you marry me? while opening the box with an engagement ring in it. Make sure you say it loud enough for the people at the next table to hear.

First of all, you MUST ask her while you're on bended knee. Nothing is more romantic.
You should tell her not only how you feel about her, but also how she makes you feel. Do you get excited when you're going to see her? Do you think about her all the time? Do you wish you could spend every waking moment with her?
Make sure you tell her all these things.

Be old fashion talk to the dad first and ask for her hand Then get down on one knee and say will you marry me. take her to a romantic place that you shared together . bring one single rose.
