Because either no one took the time to teach them proper phone manners when they were children, or
If they were taught proper phone manners they've forgotten them, or
They are too self-important to have common courtesy.
You forgot to add that a lot of times, especially in business, people don't even bother to say "goodbye" before they hang up.
How rude!! (In the words of an old TV character.) It drives me crazy too.

I agree people have poor manners, but YOU have a choice who you speak with and converse with in life. Don't be friends with others who are disrespectful. People treat you the way you teach them to treat them.
I have recently told friends who are rude to me on the phone, I won't tolerate rudeness and bad manners. I stop taking there calls. It's amazing, it works. People only respect you if you respect yourself. And please Men don't answer the phone if you can't talk. The cell phone or land line phone does not control you, you control it. With caller id and voice mail you should be in control and not take a call if the timing is wrong.
People are so insecure these days.

call the ACLU and document a document with them. Get the names of all the officials in contact and contain that such as your document. The police don't have any correct to attempt this to you, that is not interior of their jurisdiction, not even the Sheriff of your county can attempt this. Heck not even the FBI. call and write your close by, county, state or perhaps federally elected officials, they might want to or perhaps teach you the position you may want to go or aspect you contained in the right route. Even call your close by information community, often times newshounds love those circumstances, because it would want to contain a community of human beings that they want to show. also you may want to understand that they could't malicious program your abode and not using a warrant. This sounds like a web page from Edgar Hoover playbook and his harassment of the Civil rights era contained in the 60's. you've the regulation on your part, use it.....

because most of the time they don't have anyone who teach them better. My mother was a good manners freak, she even bought a book with all the rules of etiquette, she forced my sisters and I to read it a lot of times. She always said, that the kids are the image of their parents so she didn't want us to embarrassed her, (LOL) now that I am older I try to teach my kids good manners but now I tell them that having good manners is a way to show respect to others, and thank God they do have good manners, only they forget all about it when they talk to their friends. But you are right, people is very rude these days.

I think it's because home phones are being phased out. Cell phones are generally understood to be much more casual, and I think that it translated over to phone manners in general. I used to have good phone manners until I got more used to a cell phone, and now I greet everyone like I would on my cell. I think things like caller ID don't help either. It's not as necessary to announce yourself when you assume the other person already knows who's calling.

I have a phone job and I know exactly what you are talking about. 8 hours on the phone every day and people are incredibly rude when we try to help them out!

What I hate is when someone calls and rather than introduce themselves, they say "Hi. Who's this?!".
