The Federal government does have an agreement with the province of Quebec. My understanding is that it is for immigration. I do not believe a temporary youth work visa is affected. As a working holiday visa is based on interchanging and Quebec would opt in. However it is something you should look further into. Here are some sites where you can read and ask. Are you having an Orientation meeting where you can ask, or contact with where you got the visa?

Juan is correct. There is no "Quebec visa" but Quebec does have authority to accept or reject
which permanent immigrants to Canada to take.

But you had better be well bi-lingual (French and English)! No one will hire you if you are not.
If your name indicates you are Spanish or Portuguese speaking as well that will be even better. Montreal is a very multicultural city with many immigrant communities and tourists from all over the world (though winter is coming! Can you enjoy a metre of snow on the ground and -35C temperatures with 60km winds?).

Unless that visa specifically omits Quebec then you can work in Montreal. I can work there as a Canadian. I think the guy above me is right about immigration. You apply to Anglo Canada or Quebec but once you get your papers Canada is Canada. You can contact Canadian Immigration to be sure but they use a Social Insurance Number (SIN) as in all of Canada. I am on a Working Holiday Visa in Denmark right now and I know the visa stated that I can work in Greenland or the Faroe Islands but that is it.
