So, I ask you, why would people who don't believe in Allah, His renewed religion of Islam, and the Seal of all His Prophets (PBUH), be allowed to visit it? It does not make sense to me...
If you believe in Allah (The One and Only True God), then you are a Muslim (One who submits his will to the One and Only True God), and will be allowed to enter His holiest of places, Mecca Al-Mukarrama, emotionally chanting the famous words "Labbayka Allahumma Labbayk. Labbayka La Shareeka Laka Labbayk..."

No,they can't.This is ordered in the 9 hijrah where Muhammad(PBUH) tell Abbas to stop non Muslim from entering Mecca.By the way,there are some people that are non Muslim enter's Mecca,this include's Sir Richard Francis Burton who disguised as Afghanistan Muslim.

i have a small question for u sir before answering to u r question...question: can u enter any other country without passport? u r answer would be obviously no , well it is same like it, u need a passport to enter makkah, and that passport is not a piece of paper but u r heart, just u have to say with true heart that u believe in only one god (who is called as the name of Allah by muslims) and there is no god but Him and Muhammad (peace be up on him) is the messenger of God ...and thats it u will be able to enter makkah, so get a passport ready, and that passport is say with true heart "LA ILAHA IL LAL LA MUHAMMAD UR RASOOL ALLAH" thats it u can enter the makkah

No, not the center of the city, where the Kaaba is. It is considered a sanctuary for Muslims only. There have been numerous documentations, one of them quite good, about the entire city, if you're interested in it.
