While Mr A is driving his car, the second driver Mr B hit the back of Mr A 's car from behind and as a result, Mr A hit the back of the third driver Mr C 's car.
Now , all the drivers have only third party insurance policies. Will the insurance policy of the driver Mr B can cover the damages done to the cars of Mr A and Mr C????

If B hit A and pushed A into C, then B owes for all damages to A and C. That is how it should happen in your little alphabet scenario, assuming all drivers agree to the sequence of events.

Third party policy....liability I assume: Mr. B's liability (should) cover damages to A and C providing the policy limits are not exceeded due to cost of repairing both vehicles and we are not in a oddball 'no-fault' state situation.

The B car is responsible for all the damage. The driver will be responsible for any higher costs that the insurance doesn't cover. Lawsuits suck. Its always better to cover your assets.

What they're saying could be true, but I don't see it that way.
B rear ended A he's at fault for that and his insurance should pay for it.
But C came along and hit B in the rear end causing even more damage. C could be sited for 'tailgating' and/or not keeping control of his vehicle and could be found at fault for the damage to B's car's rear end.
