Actually, it has to be issued first. The Guard and the Reserve have a big problem dragging their feet when it comes to discharged military people. It took me about five years to finally get my DD 214 from my duty on homeland security. What I did was the following:

I contacted the Unit I was attached to during homeland security.

I then sent letters through the chain of command (this is where I got results).

I knew someone that went through the chain of command, the whole bit in another Guard state. He finally contacted the JAG and IG in the state of Washington, and got his issued, almost 6 years after he got out of the Washington Army Guard.

If you were issued a DD-214, then the VA may have a record of it. However, sometimes they do not have a record of Reserve and Guard discharges. If you get a DD 214, send the copy to your Regional Office.

You should have gotten one when you were discharged.
However go to your local V.A. office and they will help you with where you need to mail your request to.
