Me and some friends were wondering this, so here goes:
How are toothpicks made to have that minty taste? Are they soaked in some sort of solution?

They are soaked in a mint solution and dried.

they are put in a vat of thousands and thousands of peppermint candies with a ratio of 1 toothpick to 46 peppermints. The toothpicks are essentially "marinated" in the peppermint flavor and essence.

Mix mint oil and a little vodka, soak the toothpics, and air dry.
Cinnamon oil also works really well.
