First of all take both pets and wash them thoroughly with a flea shampoo then give both your pets a pill called CAPSTAR. It suffocates the fleas. Now dry them up and apply advantage or sergeant’s flea remover. Wait for 10-20mins and use a flea comb and comb them down. Before you bring them back into the house, use the carpet flea powder---let it sit for 20min, then Vacuum thoroughly. I assure you, you will see results that same Day

If your outdoor dog comes inside it's probably not going to happen. If your cat is indoor/outdoor it's probably not going to happen.
If your animals are strictly as you say, you may just need to take a trip to a pet supply store and get something strong to put down in your house. As far as the cat, treat them with the liquid stuff you can get at Wal-Mart... that's worked best for mine.
Oh yea... the other thing to remember... fleas react to sound. So you might also be dealing with fleas that you didn't know were there until either you walked by the area (say a basement for example), or your cat did. So really think about treating more than just the sleeping areas and typical places.

My stepdad made this cool contraption: a wide basin (maybe 6 or 7 inches deep) of SOAPY water (maybe 2 or 3 inches deep), with a flouresent light placed no more than 1 foot above the soapy water.
The fleas are attracted to the light, jump towards it, and fall into the soapy water. Because the surface tension of the water is broken by the detergent, the fleas cannot escape it, and thus drown. It's amazing how many fleas you'll find in there in the morning.
We also found this thing you plug in that makes a noise that is only audible to the fleas (supposedly). This was over a decade ago, so whether or not you'll find something like this is unknown to me.

Dursban. Get it and a sprayer like Pike's nursery sells, but be careful with it. Get people and pets out of the house first and hurry through the house while spraying so you don't breathe it. Close up the house and go away for 3 hours, come back and air out the house before letting humans and animals back in.
Most important:
In 2 weeks fleas will start hatching that didn't get killed because they were in eggs when you sprayed. Spray again using the same procedure as before. You'll have no more fleas.
I did this when I bought a house from someone who had a dog with fleas and they were in the carpet bad.

Give them flea tablets and bath them on the same day. also you must spray the house after you flead them because some of the fleas will jump off them to escape the flea treatment. You will NEVER be able to get rid of fleas on flea ridden Cats and dogs. All you can do is kill them off so they don't get into your carpets If you get a cat/dog with fleas they will always have a problem with fleas. Just keep giving them the weekly treatment of flea tablets or when you start noticing the fleas again.
Or you can just squash 'em

My cats don't go outside. We babysit the grand dog every day. Two years ago, my dear cats were scratching. Yup, the dog carried in fleas. After a long discussion with my daughter about using Frontline or Advantage on her dog, I also treated my cats. Now, just because the dog goes in an out, even though she is now on Frontline Plus, I still give my cats a monthly treatment with Frontline...just in case. We haven't had a problem since.

Flea spray - you can get from Petsmart or any petstore. Spray the stuff on your hands, then rub it on your cat so you dont freak him/her out. Do it every other day until the fleas are gone. Of course, treat the dog - ask your vet for a flea collar.
My question is why do you have an "outdoor" dog?? I certainly hope he is not outside all the time.

Try oral flea medication for your animals from your vet, that way when the fleas bite the animals they will take in the medicine from the animals blood stream and die, in no time you will be flea free. Don't forget to vacuum daily and through out vacuum bags immediately.

Best way to kill A flea? - Roll it between your fingers until it's not shaped like a flea any more.
(A bunch of fleas? Try using a fogger type bug bomb, and change your vacume cleaner bag - it's full of flea eggs.)
