It just happens. My son is 23 months old, has been constipated twice, both times when he was sick.
Glycern suppositories work wonders

Too much cheese or milk, or not enough fiber can cause constipation. By that age, your child should not longer have milk as a staple in their diet. They should drink no more than you would. So if that is the case, cut back. If not, if might just be cuz of her diet in the past few days.

Start keeping a journal of what she eats and drinks. Call her pediatrian and find out what foods/drinks s/he recommends for constipation, before you take anyone advice on what to give her. You might also see if s/he has a list of problem foods that should avoid giving her too much of. That being said my mom always used Acidophilus milk, yogurt, and apple juice on us when we got constipated. I would avoid any suppositories or enemas if at all possible.

Is the fluid water....because we all need plain water. Sometimes kids just lock up, especially if they have been away from home and had to eat out of their normal diet. Maybe you could pick up a baby laxative from the chemist and have it on hand in case it happens again.

Possibly something she is eating? Too much dairy products can cause constipation.

GIVE HER APPLE JUICE OR WHITE GRAPE JUICE. AVOID CHEESE, PEANUT BUTTER AND PEARS. THEY ARE VERY CONSTIPATING. SHE MAY NOT BE GETTING ENOUGH FIBER. BRING ON THE FRUITS AND VEGGIES.
