I have the .pst file exported to the desktop of the IE 6 machine, but cannot find the import option in IE 7. The two machines are networked.

When I upgraded, the bookmarks moved right to it automatically. Then again I have Windows XP Home Edition...

click the golf green button on the top of the toolbar Edit Apps upload Apps All Apps flow to the B's and upload the icon for Bookmarks the press the button to close the demonstrate. once you click your icon, your bookmarks/favorites will all be on there.
