it is a tracking device, use most of the time when someone is sentenced for house arrest, and not convicted of a violent crime. You could just be convicted of Driving While suspended (a traffic violation) and if you show the judge why you need to be in house arrest and not in jail. I know someone who was charged with driving while his license was suspended, he had to go for an evaluation to see if he qualified for house arrest, he had to go to work in order to maintain his family, so the judge sentenced him to that, and he had to wear and anklet bracelet at all times, he could not go anywhere without asking for permission, a private company usually is the one who monitors the bracelets, and in most cases they have to pay for the rent of the equipment. I guess that is better than being in jail/

Yes it is worn for house arrest, it sends a warning if you go out of the area you are confined to. There are many reasons for wearing them. If you are caught DWI 2 times, if you break probation.
