It is determining a fact based on the following formula:

If "A" is true, then "not A" is false.
If "A" is false, then "not A" is true.

You can then determine the truth or falsehood of "not A" by learning "A".

If "Christians believe in God" is true, then "Christians do not believe in God" is false.
Christians believe in God, so it is false to say that Christians do not believe in God.

If "Atheists do not believe in God" is true, then "Atheists believe in God" is false.
Atheists do not believe in God, so it is false to say that Atheists believe in God.
