He is normal.... my mom's female fixed dog humped her leg.... they just get excited and do what comes natural.

It's very common: lots of cats and dogs hump all kind so inapproriate things. Apparently it's partly instinctitve and partly a domination thing.
You can stop it by shaking your cat off or by squirting it with a plant spritzer or water pistol.
