I have seen a few of such policies which offer only partial of the bills and the premiums are non refundable.

I have famis, I get free health insurance from the state of VA

We have blue cross/blue shield of alabama - the premiums are low, and they pay most all of the bills. It really depends on how large a company you work for, I think. Any independent insurance policy I have ever looked into has had premiums that were way too high.

here in New York state we have a health insurance for low income called family health plus and the girls get medicaid on top of this so all the bills are covered.
