Define "normal"!! Its his, let him touch it or maybe you could stroke it for him.........how can you not like it, it is a part of his anatomy....let the poor guy rub on his meat

Well, it is his penis and if he wants to play with it I guess that is his business. However, if he's always playing around with it when with you or when he's out in public then maybe it isn't very appropriate and he might need a good swat on the you-know-whats when he does it.
what I find weird is that he is masturbatingwith his hands down inside his pants. Most guys take pants off or get completely naked or at least pull out their equipment to masturbate.
So is he really masturbating that way or is he just scratching a perpetual itch. If the latter, maybe he needs to see his doctor pronto to get the cure. If he is actually masturbating, I would insist he strip off to do it and if he seem to shirk from it, say either he strips and masturbates or he darn well keeps his hands out of his pants. Of course if he does strip that gives you licence for playing with his toys too - hehe.

I think there are two questions here. First, what is too much masturbation? Second, why is he masturbating in front of me? To answer the first one, I think too much would be when it interferes with the rest of life. If it is ruining relationships or taking attention away from school or work or other responsibilities, then, yes, it is too much. Thus, I would say your boyfriend is doing it too much since it is interfering with your relationship. Why he does it in front of you is a question regarding how he views the relationship. I don't know how you feel about him masturbating in general (meaning, are you okay with him doing it privately so long as it doesn't interfere with the relationship?). However, his behavior is clearly having an affect on your relationship, whether he does it privately or not. I think _that_ is what you need to talk about with him.

If you don't like it then tell him how it makes you feel. I mean it's nothing bad for him to be doing but if he does it 24/7 and he gets some from you then that's a little overboard and he should stop doing it. If he doesn't stop quit doing it so much all i can say is accept it or leave. good luck!
