The 3rd car is responsible for the damage to the second and to their own car. The 2nd car is responsible for the damage to the first car. The driver of the first car will not be responsible for anything if he was doing something lawful (like waiting at a red traffic light). If he swerved or did something like cutoff the 2nd car then he will be responsible for some of the damage to the 2nd car and you can be the insurance company for the third car will go after him too.

well, in virtually every traffic accident involving a rear end collision the trailing driver is responsible. in this case i would assume that the drivers in the last two cars would both be responsible unless (1) the 3rd car collided with the 2nd car which caused the 2nd car to strike the 1st car, in which case the driver of the 3rd car would be responsible, or (2) the driver in the 1st car cut off the 2nd car.

A friend who was a state trooper in Connecticut told me they try to ticket everyone, since everyone is at fault. The guy in front probably braked or swerved suddenly, and those in back were "driving too fast for conditions" (as proved by the fact that they crashed.)

But if you say who was responsible for causing it, it could not be the guys in back. I would blame either the first car or a 3rd party - for instance, if the car in front of car 1 braked suddenly, forcing car 1 to brake suddenly, and he was not "too close for conditions", then it certainly would not be driver 1's fault.

I guess you mean a wreck. It would be any from behind who failed to control speed to avoid the collision.
