They use to make a cheap elecrict potato peeler that I use to use to make Curly Fries. I don't even know if they make them any more but they worked great.
Other then those I think they make large machines now-a-days but of course those would cost some big bucks because they're used in resturants.
You might check out eBay for potato peelers and see what you can come up with.

You could check Walmart out they did have a tool that would cut the potatoes in a curley ribbon type twist .
