Both cause a chemical reaction that makes tons of tiny air bubbles inside your dough or batter, which makes the "poofiness." They're not quite the same thing though. Actually baking powder contains baking soda (which is pure sodium bicarbonate), cream of tarter, and some kind of drying agent, usually starch.

I'm not sure about poofy but baking soda and lemon juice will fizz all over everything.

Baking powder. I tried making a batch of cookies without baking soda, (they don't need baking powder), and they totally puffed. It def. is the baking powder though.
