Industrial-strength Velcro in excessive quantities is strong enough to hold up a canvas without a frame. The only other idea I can think of is those funny little metal clips made for hanging things outdoors on brick -- but they'll only work if you have gaps between the cinder blocks. Good luck.

Use a product called liquid nails, just put a small amount on the edge of the frame, you will need to hold it in place for a couple of seconds till it grabs the wall, if you ever had to move the picture carefully pull it off the wall and use fingernail polish remover to take the liquid nails off the walls, you can pick up a tube at most DIY stores, one tube goes along way. good luck and happy room decorating

try 3M hooks, sawtooth picture hangers or their other products. They have worked really well me because there is a "no hole" policy in the dorms and at our new house! And they will stick to painted cinder blocks, but I don't know about unpainted. Good Luck!!
