Legally, you can never see what anyone else filed on their tax return. The IRS will never let someone see someone else's tax return unless the owner of the return gives their permission. Mrs. A can have anyone in the world and no one but Mrs. A and the IRS needs to know.

As a tax professional, I can tell you that whoever submitted Mr. C's SSN to the IRS first will be accepted, but later, Mr. C is sure to find out when Mr. C files his own taxes, and it is automatically rejected. We see this all the time at my tax office, at that point, it would be imperitive for Mr. C to contact the IRS and they will verify and decide who has ample proof that they may claim him. For example, if Mr. C lived with his aunt (Mrs. A) and she supported him the entire year and he did not provide more than half of his own support, she may claim him. But if he made over $3,200 for the year, she must not claim him. Nevertheless, if Mr. C can prove with a lease, utility bills, and receipts that he supported himself, the IRS will vindicate him! He would know if someone else claimed him, unless he doesn't file his own taxes...

You can't, but the person would if they are filing a return and claiming themselves. The IRS won't let 2 people claim the same person. If the person doesn't file a return, no one would find out unless the person happened to be audited.
